The vampires might just want controll over the "cows" as you call them but they dont want to be the one in controll as the ruler. Im from the south so the books and the way people see the world may be different than the north. The vampires that could be the exception to this rule would be the Volturi and the romanimans they want to rule where they live and the way they have there life. They want the room to rule the cows and they dont seem to mind at all.
